Defence Housing Australia (DHA) lodged a Development Application (DA) with Toowoomba Regional Council on 12 June 2018, for the development of 342 residential lots, sized from 400m2 to 4,000m2, on a 52-hectare section of the former rifle range site at Mount Lofty.
The DA has been allocated the reference number MCUI/2018/2861.
Toowoomba Regional Council will consider the DA before the statutory public notification period, which is when the community has a chance to comment on the DA. It is anticipated that this assessment process will take several months. Council’s decision is expected sometime after the public notification period. DHA will notify the community when the public notification begins.

For 15 months leading up to the lodgement of the DA, DHA conducted a comprehensive engagement program, inviting locals and other interested parties to contribute to the masterplanning process. Additionally, a Community Reference Group provided opportunities for representative members of the community to meet and discuss matters relevant to developing the masterplan. As the product of collaboration between industry and the community, the masterplan is set to achieve a superior development outcome because the people who already call Mount Lofty home have participated in designing its future.
The Mount Lofty landholding represents an opportunity to significantly contribute to the Toowoomba region, for the benefit of the whole community. DHA embraces this opportunity and plans to deliver a sustainable, contemporary residential community for Defence members and their families, as well as local families, with the majority of land lots to be made available for public purchase when developed.
If approved, DHA expects to commence staged construction starting with civil works in late 2019, the first release of land for sale in mid-2020, and first residents moving in from early 2021.
